Norway has the highest gas prices in the world because their government chooses to do this instead of subsidizing oil.

If you're a driver in Norway, paying $10.12 for a gallon of premium gas is the normal. For the rest of the world, we look up at your countries gas prices in awe - they are literally the highest in the world.

Not only does the country have high gas prices, but they have some of the largest oil reserves of it's own.

The reason that Norway has the highest gas prices in the world, despite having their own oil, is because the government doesn't subsidize oil to the citizens. In other words, nobody gets a discount just because they live in Norway.

Instead of using government money to subsidize the oil, the government uses the extra cash to fund social programs such as free college education and healthcare! Suddenly those high gas prices don't seem so bad.
